Interior Minister Ali Yerlikaya announced that 1,133 individuals were detained across Turkey during protests between March 19–23, 2025, in response to the arrest of Istanbul Metropolitan Mayor Ekrem İmamoğlu.

The protests, which intensified particularly in Istanbul, were sparked by the controversial operation against the Istanbul Metropolitan Municipality (İBB) and have since spread nationwide.

Protesters Allegedly Linked to Terror Groups, Criminal Records

According to Yerlikaya, among those detained:

  • Individuals affiliated with 12 different terrorist organizations were identified.

  • Detainees were previously involved in 17 different criminal offenses, including drug trafficking, theft, fraud, sexual abuse, and intentional injury.

Constitutional Right vs. Public Order

Citing Article 34 of Turkey’s Constitution, Yerlikaya acknowledged the public’s right to peaceful assembly, but emphasized that this right is not absolute and can be restricted under Law No. 2911 for reasons such as national security, public order, and public health.

“In recent days, some groups have abused this right to instigate unrest and attack our police forces,” Yerlikaya stated, adding that 123 police officers were injured during the protests.

Weapons and Riot Gear Seized

Authorities seized acid, stones, sticks, fireworks, Molotov cocktails, axes, and knives, which Yerlikaya said were intended to target police officers and disrupt public safety.

Strong Warning to Political Actors

Yerlikaya issued a clear message to political groups:

“No one should try to shield our youth and our people for their own political ambitions. No one can pay for this—not only politically, but also legally.”

He concluded by urging citizens to remain vigilant against provocations and to act with common sense, stating:

“We will not tolerate efforts to terrorize our streets or threaten national peace and security.”
